The E32E Repatriation Visa is an Indonesian immigration route for eligible former Indonesian citizens who want to return and establish permanent residence in Indonesia under the Global Citizen of Indonesia (GCI) policy.
Introduced as part of Indonesia’s GCI framework in January 2026, E32E is classified by Indonesian Immigration as the Permanent Resident Repatriation Visa Global Citizen of Indonesia. The GCI policy provides indefinite permanent residence to eligible foreign nationals with qualifying connections to Indonesia while allowing them to retain their original citizenship.
For former Indonesian citizens, E32E is different from temporary repatriation routes. E32A is a five-year repatriation Golden Visa, while E32C and E32D are two-year and one-year repatriation visas respectively. E32E is connected to the GCI permanent-residence framework.
This guide explains E32E Repatriation Visa requirements, eligibility, financial requirements, immigration guarantees, documents, application procedures, permanent residence status, family options, and the differences between E32E and other Indonesian repatriation routes.
1. What Is the E32E Repatriation Visa?

The E32E Repatriation Visa is an Indonesian visa index designated for permanent resident repatriation under the Global Citizen of Indonesia program.
The current Indonesian Immigration classification identifies E32E as the Permanent Resident Repatriation Visa Global Citizen of Indonesia. It is intended for foreign nationals who were previously Indonesian citizens and plan to reside and settle in Indonesia.
E32E belongs to the GCI permanent-residence framework, unlike temporary repatriation routes that have defined stay periods.
For broader information about the immigration options available to former Indonesian citizens, see the Former Indonesian Citizen guide on AzraID.
2. Who Can Apply for the E32E Repatriation Visa?
The official E32E route is intended for foreign nationals who were previously Indonesian citizens and intend to reside and settle in Indonesia.
The broader GCI policy also covers other qualifying groups, including descendants of former Indonesian citizens up to the second degree, legal spouses of Indonesian citizens, children from mixed marriages, and certain family members through family reunification. The applicable visa index depends on the applicant’s category.
For this article, the focus is the E32E route for former Indonesian citizens. Previous Indonesian citizenship is an important eligibility element, but applicants must also satisfy the current financial, documentation, and other immigration requirements.
E32E Eligibility Exclusions
The current official E32E requirements identify categories that are excluded from this route. These include:
- Nationals of countries that were formerly part of Indonesian territory.
- People who are or were foreign civil servants, law-enforcement officials, intelligence personnel, and/or military personnel.
- People who have been involved in separatist groups.
- People who have acted contrary to national interests.
3. How E32E Works Under the Global Citizen of Indonesia Program
GCI is an Indonesian immigration policy for foreign nationals with a qualifying blood, family, historical, or strong connection to Indonesia. Former Indonesian citizens are specifically included among the groups covered by the policy.
E32E is one of the GCI e-Visa indexes. The GCI application is submitted online through Indonesia’s electronic visa system.
In simplified terms, the process is: eligible former Indonesian citizen → E32E application → GCI e-Visa → entry into Indonesia → indefinite ITAP.
GCI is an immigration residence framework. It does not restore Indonesian citizenship or create Indonesian citizenship by itself.
For a broader explanation of the GCI policy, see Global Citizen of Indonesia (GCI).
4. What Does Permanent Residence Mean Under E32E?
The GCI policy provides an indefinite Permanent Stay Permit (ITAP) to eligible GCI e-Visa holders after they enter Indonesia.
It is useful to distinguish three immigration concepts:
- Visa — the authorization used to enter Indonesia under the applicable visa index.
- Stay permit — the legal residence status granted under Indonesian immigration rules.
- ITAP — Indonesia’s Permanent Stay Permit, which provides permanent residence under the applicable immigration framework.
Under the GCI mechanism, eligible holders receive an indefinite ITAP. Permanent residence, however, remains subject to Indonesian immigration laws and applicable obligations.
5. E32E Repatriation Visa Requirements

The current official E32E requirements include the following:
- A valid national passport with at least six months of validity.
- Proof of the required immigration guarantee.
- Proof of sufficient living expenses for the applicant and/or family while in Indonesia.
- A recent color photograph.
- A document explaining the purpose of arrival in Indonesia.
- Evidence that the applicant was previously an Indonesian citizen.
- Proof of the required income level.
The exact supporting documents should be prepared according to the applicant’s individual circumstances and the current Immigration checklist.
6. E32E Income Requirement
The current official E32E requirements state a minimum income of US$15,000 per year or US$1,500 per month.
Applicants must also provide evidence that they have sufficient living expenses for themselves and/or their family while in Indonesia.
The income requirement is separate from the immigration guarantee. Meeting the income threshold does not replace the immigration guarantee requirement.
7. E32E Immigration Guarantee: US$1,000 Investment or US$1 Million Property

The E32E application includes an immigration guarantee requirement. This is separate from the applicant’s income requirement and should not be treated as a visa fee.
The current official E32E page specifies two options:
- An investment commitment of at least US$1,000 through bonds, shares, mutual funds, or deposits; or
- A property-ownership commitment of at least US$1,000,000.
The applicable investment or property commitment must be documented in accordance with the current Immigration requirements. The official GCI announcement also states that the immigration guarantee may be refundable or withdrawable when a GCI holder ends their stay or changes immigration status, subject to the applicable provisions.
8. How to Prove You Were a Former Indonesian Citizen

Former Indonesian citizens must provide evidence showing that they previously held Indonesian citizenship. The current official E32E page lists the following documents as acceptable examples:
- Indonesian identity card (KTP).
- Family card (KK).
- Birth certificate.
- Indonesian passport.
- Formal education diploma or certificate.
- Land ownership certificate.
Applicants should provide the document that is available and appropriate to their circumstances. If older Indonesian records are difficult to obtain, document preparation should be reviewed before the application is submitted.
9. Documents Required for E32E
The document package for an E32E application should generally include:
- Valid national passport with at least six months of validity.
- Proof of immigration guarantee.
- Proof of sufficient living expenses for the applicant and/or family.
- Proof of minimum income of US$15,000 per year or US$1,500 per month.
- Recent color photograph.
- Document explaining the purpose of arrival.
- Proof that the applicant was previously an Indonesian citizen.
The final document checklist should be confirmed against the current Immigration system and the applicant’s individual circumstances before submission.
10. How Much Does the E32E Visa Cost?
E32E should not be described using a single unofficial package price because several financial components are involved.
The immigration guarantee is not the same as a government visa fee. The current official E32E page specifies the immigration guarantee separately as an investment commitment of at least US$1,000 or a property-ownership commitment of at least US$1,000,000.
Government immigration charges are official PNBP charges and should be confirmed against the applicable current PNBP schedule at the time of application. Applicants should avoid relying on outdated third-party articles that present an unverified E32E total.
11. How to Apply for the E32E Repatriation Visa

Step 1 — Confirm eligibility
Determine whether you qualify as a former Indonesian citizen under the E32E and GCI requirements.
Step 2 — Prepare your documents
Prepare your passport, proof of former Indonesian citizenship, income evidence, living-expense evidence, immigration guarantee documentation, photograph, and purpose-of-arrival document.
Step 3 — Use the official eVisa system
GCI applications are submitted online through evisa.imigrasi.go.id.
Step 4 — Complete the application
Enter the requested personal and immigration information and upload the required documents.
Step 5 — Pay applicable immigration charges
Complete any applicable official government payment required for the application.
Step 6 — Immigration verification
Immigration reviews the application and supporting documents.
Step 7 — Receive the e-Visa
If approved, the applicant receives the applicable electronic visa.
Step 8 — Enter Indonesia
Travel to Indonesia using the issued e-Visa and complete the applicable arrival procedures.
Step 9 — Receive the permanent stay permit
Under the GCI mechanism, Immigration states that eligible GCI e-Visa holders receive an indefinite ITAP within 24 hours after entering Indonesia.
12. E32E Processing and Entry into Indonesia
The GCI system is integrated with Indonesia’s border-crossing system. Official Immigration states that GCI e-Visas, including E32E, are integrated with autogates and manual Immigration inspection counters.
Applicants who intend to use an autogate are required to complete the All Indonesia arrival declaration before arriving in Indonesia.
After entering Indonesia, eligible GCI e-Visa holders receive the indefinite ITAP within 24 hours, according to the official Immigration announcement.
13. What Can E32E Holders Do in Indonesia?
The primary purpose of E32E within GCI is to allow eligible former Indonesian citizens to return and reside permanently in Indonesia.
Permanent residence provides the legal right to reside in Indonesia under the applicable immigration framework. Other activities must still comply with Indonesian laws and regulations.
Activities involving employment, professional practice, business operations, regulated industries, or other specifically regulated activities may require compliance with additional rules.
14. Can E32E Holders Work or Run a Business?
Permanent residence does not automatically mean that every type of employment or regulated professional activity is unrestricted.
Any work or professional activity must comply with the Indonesian regulations governing that activity.
The same principle applies to business activities. Former Indonesian citizens planning to work, operate a company, hold a regulated professional position, or conduct a particular commercial activity should confirm the applicable requirements before starting that activity.
15. Can Your Family Join You in Indonesia?
The GCI policy provides mechanisms for family reunification. Official Immigration identifies family members of GCI residence-permit holders among the groups that may be covered by the policy.
Family members should not assume that every relative automatically receives the same E32E status. The applicable visa or residence category depends on the family member’s relationship and circumstances.
For a former Indonesian citizen returning with a spouse or children, the appropriate family immigration route should be reviewed separately.
16. E32E vs E32A vs E32C vs E32D
Former Indonesian citizens have several repatriation-related immigration routes. Their basic distinctions include:
- E32A — 5-Year Repatriation Visa Golden Visa.
- E32C — 2-Year Repatriation Visa.
- E32D — 1-Year Repatriation Visa.
- E32E — Permanent Resident Repatriation Visa under the GCI framework.
The appropriate route depends on eligibility, intended residence period, financial circumstances, and the requirements applicable to the applicant.
For details on the five-year route, see the E32A Repatriation Golden Visa guide.
For the two-year route, see the E32C Repatriation Visa guide.
For the one-year route, see the E32D Repatriation Visa guide.
You can also review the broader Indonesia Repatriation Visa guide.
17. E32E vs GCI and Golden Visa
E32E and GCI are closely related but are not identical terms. GCI is the broader immigration policy, while E32E is a specific visa index within the GCI framework for permanent resident repatriation.
The Golden Visa is a separate Indonesian immigration framework with defined residence periods and eligibility structures.
For former Indonesian citizens considering long-term residence, the distinction matters because a five-year Golden Visa route and an indefinite GCI permanent-residence route operate under different immigration frameworks.
18. E32E Permanent Residence vs Indonesian Citizenship
Permanent residence is not the same as Indonesian citizenship.
The GCI policy provides indefinite permanent residence to qualifying foreign nationals without changing their original citizenship status.
Therefore, an eligible former Indonesian citizen can use the GCI/E32E framework to establish permanent residence in Indonesia while retaining their current foreign citizenship, subject to Indonesian law.
Any separate question concerning restoration or acquisition of Indonesian citizenship must be assessed under Indonesia’s nationality laws and is outside the scope of the E32E residence permit.
19. Does E32E Provide Permanent Residence Without a Fixed Expiry Period?
The GCI policy provides an indefinite ITAP to eligible holders. E32E should therefore be understood as a route connected to permanent residence rather than as a conventional one-year or five-year temporary residence permit.
Indefinite residence does not remove Indonesian immigration obligations. Holders must continue to comply with applicable immigration requirements and the conditions attached to their status.
20. E32E Reporting and Ongoing Obligations
Permanent residents remain subject to Indonesian immigration rules.
GCI holders should maintain valid personal and immigration records, comply with applicable reporting requirements, maintain required financial commitments where applicable, and comply with Indonesian laws governing their activities in Indonesia.
Applicants should keep supporting documents and financial records properly maintained after receiving E32E or ITAP.
21. Common E32E Application Mistakes to Avoid
Confusing GCI with citizenship
GCI provides immigration residence rights; it does not automatically restore Indonesian citizenship.
Confusing income with the immigration guarantee
The minimum income requirement and immigration guarantee are separate requirements.
Using outdated financial information
GCI was formally launched in January 2026, so older online material may not reflect the current framework.
Assuming permanent residence means unrestricted employment
Employment and regulated activities may have additional requirements.
Treating the immigration guarantee as a visa fee
The guarantee and government immigration charges are different financial components.
Failing to document former Indonesian citizenship
Applicants should gather available Indonesian records before starting the application.
Assuming family members automatically receive E32E
Family members may need to use the applicable family reunification route.
Relying on non-official information without checking Immigration
Applicants should prioritize current information from Indonesian Immigration for this relatively new immigration framework.
