Indonesia Launches the Global Citizenship of Indonesia (GCI)

What Is the Global Citizenship of Indonesia (GCI)?

The Global Citizenship of Indonesia (GCI) is an official policy introduced by the Directorate General of Immigration in November 2025. It was created as a solution to long-standing limitations related to dual citizenship under Indonesian law.

According to official public statements, GCI provides a pathway for eligible foreign nationals who have strong ties to Indonesia to obtain an unlimited permanent stay permit allowing them to live in Indonesia without giving up their current citizenship.

GCI is intended to serve individuals with Indonesian descent, former Indonesian citizens, foreign spouses of Indonesians, and children of mixed-nationality marriages.

Who Is Eligible for GCI?

Based solely on information publicly released by the Directorate General of Immigration, the following groups may apply for GCI:

  • Former Indonesian citizens (ex-WNI)
  • Descendants of Indonesian or ex-Indonesian citizens, up to the second degree
  • Legal spouses of Indonesian citizens or former Indonesian citizens
  • Children born from legal marriages between Indonesian citizens and foreign nationals

However, Immigration stated that applications may be refused if the applicant:

  • Originates from territories formerly under Indonesia’s administration, or
  • Has a background involving intelligence, military, civil service, or separatist-related activities

These conditions were clearly mentioned in government releases.

What GCI Provides (Based on Publicly Released Official Information)

Unlimited Permanent Stay Permit

Immigration confirmed that GCI grants recipients an unlimited-duration permanent stay permit, allowing them to reside long-term in Indonesia.

Integrated “All-in-One” Process

GCI is designed to streamline the overall residency procedure into a single simplified pathway, combining:

  • Limited stay visa (if required)
  • Change of status
  • Issuance of permanent stay permit

This integration eliminates the need for applicants to repeatedly renew or transition between separate immigration statuses.

How to Apply for GCI

The Indonesian government has stated that applications for GCI are submitted online through the official portal:

evisa.imigrasi.go.id

This is the only application channel that has been officially mentioned.

Information Not Yet Published Publicly

As of the latest official announcements, the following details have not been released by Immigration:

  • Specific document requirements
  • Application fees
  • Processing times
  • Rights and limitations (such as employment rights)
  • Access to public services or business activities
  • Full implementing regulations (e.g., Ministerial Regulation or Director General Regulation)
  • Step-by-step instructions

Because these documents and regulations are not yet available, no responsible article should speculate or provide assumptions beyond confirmed information.
